Job Description:
- Managing the execution of the complete Category Management & Contracting Process (CMCP) including Contract Award and Contract Management activities for the Pipeline, Subsea and Flowlines contracts. Specific areas of responsibility include post-Award to drive delivery and value protection of the EPCI scope by Effective Contract Management and mitigate exposure to delays, variations, and claims.
- Materials Management including resolving/mitigating any issues of conflicts with the schedule.
- Supporting the Contract Holder/ Company Representative in management and settlement of variation and claims. The RM Offshore (SURF & Pipeline) Contract Engineer reports into the RM CP Manager and will be co-located with the RM Offshore project team supporting the Contract Holder, Company Representative & the CP Lead SURF & Pipeline.
- The Contract Engineer will be responsible for managing Internal stakeholders in development and execution of contract strategies/tactics driving towards value maximization in awarded contracts/commercial deals.
- Internal & External (Suppliers) Stakeholders in ensuring delivery and protection of value under each of the contract, including supporting the CP Lead SURF & Pipeline in leading negotiations and settlement of disputes.
- Outcome – Value] o Develop commercially competitive project sourcing strategies and tactics that meet the Business Demand.
- Conduct tenders, evaluate bids & drive negotiations with Suppliers in accordance with the Client’s CMCP, CP Projects Expected Practices and Outcomes & PETRONAS’ Procurement Standard (PPS).
- Ensure delivery & effectively manage contracts while continuously drive value improvement targets.
- Effectively manage contract claims and variations to achieve the best commercial outcome for the project team.
- Identify, develop & implement supply chain improvement opportunities.
- Ensure the Contract Strategies and Contract Management Plans support Goal Zero through implementation of robust Contractor Safety in Projects (CSiP), Contractor Safety Management practices, and alignment to client’s personal and process safety Goal Zero focus areas.
- Proactively identify & understand commercial/procurement needs from internal stakeholders and collaboratively propose competitive solutions. This may involve constructively challenging the Business Demand &/or Procurement Practices to drive value and efficiency for the organization.
- Brings external market/supplier views and benchmarks into conversation and provide commercial challenge and guidance in the project.
- Manage Supplier Relationship effectively and collaboratively drive continuous performance improvement via relevant contract key metrics (Eg: HSSE, Cost). This would involve constructively challenging the Suppliers in terms of the contract delivery and performance as well.
- Ensure strong connect across the wider CP Organization to ensure cross sharing and leverage of best practices.
- Demonstrate collaborative behaviors and integrates within CP and with business, enterprise first.
- Builds effective working relationships with others and makes a constructive contribution within immediate team.
- Ensure application of the E2E CMCP process, using commercial judgement, common sense, and a simplification mind-set, understanding the difference between non-negotiable compliance elements (Safety, E&C, Code of Conduct, Law) and CP operating practices, while always keeping enterprise business value in focus.
Competencies & Skills
Basic knowledge in Microsoft Office, Word, Excel, and Power Point.
Qualifications
Minimum diploma or degree in Engineering (Mechanical or Civil) from a recognized institution.
Working Experience
Minimum 5 years’ experience in Oil & Gas industry
